In 1919, Firman introduced Hyderabad civil service committee and on 27 April 1947, a firman established Hyderabad public service commission and resulting in copying the model of British Provincial Public Service Commission that included a chairman and maximum 4 number of members.

Salar Jung issued a remarkable jareeda in 1882 and put the stress on the requirement of educating and training the youngsters of Hyderabad for their enlistment in the Nizam’s services.
His idea was to build an efficient administrative system based on the model of British India and along with that, he launched many administrative reforms. He created a distinct civil service class to well organize the public institutions and also he deconstructed old administrative structures.
The establishment of several reforms by Salar Jung such as zilabandi system, subedari and taluqdari system, revenue, police and judicial reforms promoted the formation of Hyderabad civil service. Afterwards, the order of QanunchaMubarik of 1892.
Rules and regulations were framed by the cabinet council and the executive council (1919) on how to govern the services along with with that controlled and standardized the Hyderabad civil services. The scheme of administrative reforms established by Salar Jung I were afterwards strengthened by these bodies.
The several other rules that were introduced afterwards by the Nizams took care of areas of the management of public servants which covered appointments, salaries pension, promotions and so on. The rules and regulations listed in 1919 included the legal framework of the Hyderabad state services.
In the Hyderabad state, the display of the 1892 constitution by the VI Nizam, was counted as a landmark in the area of personnel management. Sovereign authority was exercised over the serves by the ruler, under the 1919 constitution. Hyderabad civil service committee played an important role in the organization of civil services as a personnel agency as it was formed in accordance with the 1919 Firman.

The public commission formed by Mir Osman Ali Khan ( the last Nizam) in 1947 became the predecessor of the Hyderabad public service commission under the constitution of India, the first elected chief minister of Hyderabad state, during the period of Burgula Ramakrishna Rao.
Finally, in 1956, the Hyderabad public service commission was combined into the Andhra Pradesh public service commission. In accordance with AP Reorganization Act, 2014, the United Andhra Pradesh state was divided into Telangana state and AP state, along with that Andhra Pradesh public service commission also ended.
